A lot of people are just disoganized and have a lifestyle that sometimes conflicts with the selling/buying protocal of ebay.
If he doesn't have your money, you can pretty much elimiate any crimminal intent.
Check his rating on ebay and just move on. He might be a good person with alzimers or other problem that makes him a little flakey to deal with.
