Well, fairly obviously is you are using a pressure washer with a sand inlet nozzle the dust isn't a problem because it is saturated.
I started to buy fine silica sand but it was quite expensive, so I went round to the local builders and got 'paving sand' It's the stuff they put down dry between these fancy driveway paving slabs and it works fine - only a few dollars a bag.
