Lots of questions come to mind. I'm sure you know what 60 Hz hum sounds like. Was it lower, or higher? Was it barely audible, or were you feeling it in your bones? Did anyone else notice it too? Was it painful? How long did it last? Were you in a place that might naturally amplify sound (like standing in front of a curved wall)? Wish I'd heard it - sounds interesting.
I don't know of any new hardware, like a weapon, but sound waves can reinforce each other. The Navy's been testing a new submarine low frequency communication device off the coast in California. Got in trouble with whale biologists.
I've seen alligators on Discovery channel produce such powerful subaudible sound that water literally jumps like its raining.
