Jason, As a retired litigation manager for a large insurance company, may I offer a suggestion? If the new or rechromed bumper is better is better than the one that was on there, they are entitled to a degree of "betterment". Do not lose your cool; negotiate. Discuss a 10% (instead of a 50%) reduction or cost sharing on the bumper. The adjuster is just trying not to look like an idiot in front of his boss. Failing a negotiated settlement, consider small claims court where such disputes are settled. You can represent yourself (and it would be a good learning experience for you). It also costs the insurance company more money to go there. Your costs are nominal. You will get either satisfaction or revenge. Be cool.
