What is this on, and how was the tank refurbished?
If your using one of the gas pump fillers that have the rubber sealer for vapor recovery, then pull the rubber seal back and pump gas slowly in. If you get more than 5 in, you have a plugged vent and this may be your alternative unless you want to pull the tank.
