OT WEIRD PLYMOUTH GAS TANK PROBLEM

I ask here becasue I trust the advice that you guys give.
What would make a gas tank thats just been refurbished not be able to accept more than about five gallons of gas. i've got it coming up and out the filler tube! could the vent line be plugged? this is on a 20 gallon tank. Thanks, Jason
