I don't know if the lugs on that PW are the same as the M-37 but I
had the same problem with my M-37 till I got the
FGorged steel GI Issue lug nut wrench ($15 from Adirondak Dodge,
1-800-932-8020) Then using a steel cheater bar and some good penetrant, they came off.
